Does the battery or the electric motor change?

No. Nothing is replaced or added. The activation releases the higher factory output level of the same hybrid drivetrain.

Does electric range change?

The electric range is determined by the battery, which is untouched. How you drive afterwards will influence it more than the activation does.

Why are hybrids checked more carefully?

Because the calibration depends on battery, inverter and market configuration to a greater degree than a pure combustion engine. That makes the VIN check the deciding step rather than a formality.
